US CECC 2024 Annual Report Strengthens Call to End Forced Organ Harvesting

December 2024: The Congressional-Executive Commission on China (CECC) published its 2024 Annual Report, elevating forced organ harvesting as a priority issue, referencing the Commission’s March 2024 hearing “Stopping the Crime of Organ Harvesting—What More Must Be Done?” and including detailed recommendations for Congress and the Administration.

Excerpt from the report:

End Forced Organ Harvesting Congress should pass the Stop Forced Organ Harvesting Act of 2023 (S. 761/H.R. 1154) to expand annual reporting by the U.S. Department of State on forced organ harvesting globally and should require the Director of National Intelligence to issue a report on whether forced organ harvesting and “organ tourism” activities were used by the PRC in the XUAR to advance policies that amount to genocide.

Other recommendations include:

• Use existing authorities to deny U.S. visas to physicians and researchers from China known to be involved in forced organ harvesting activities prior to 2015 and announce such decisions publicly
• Investigate whether federal funding has been provided to Chinese entities involved in unethical organ transplantation practices, including those that violate human subject research protections outlined in the Common Rule and the National Institutes of Health’s (NIH) policy on human subject protections and publicly announce the prohibition of such entities from receiving future NIH and National Science Foundation grants;
