UK Home Office Country Policy Note on Falun Gong – Includes Section on Forced Organ Harvesting

November 2025: The UK Home Office released its Country Policy and Information Note on Falun Gong, the guidance used by UK Visas and Immigration caseworkers when determining asylum and human rights claims.

The executive summary states that detained practitioners are subjected to physical and psychological coercion, including torture, to compel renunciation of their practice, that deaths in custody occur, and that forced organ harvesting — prior to or after execution — is “reported on a significant scale, although denied by the state”.

• • The report identifies the Independent Tribunal into Forced Organ Harvesting from Prisoners of Conscience in China, explains that it was commissioned by ETAC, and records its evidentiary hearings and March 2020 judgment. The Home Office quotes the Tribunal’s finding that Falun Gong practitioners were “probably the principal source” of organs used in the long-term forced-organ-harvesting practice it found.

  • The Home Office reproduces findings from a 2023 New York City Bar Association report. The material describes rapid growth of kidney, heart, lung and liver transplantation, short waiting times, transplant tourism and evidence concerning Chinese military hospitals and forced organ harvesting.
