Former Health Minister of the General Logistics Department of the People’s Liberation Army (PLA) personally confirmed that former Chinese President Jiang Zemin ordered live organ harvesting from Falun Gong practitioners. These organs were used for transplants according to telephone records recently released by World Organization to Investigate the Persecution of Falun Gong (WOIPFG). The telephone record also confirmed that the organ harvesting crimes have been jointly committed by the judicial system, the military, armed police and local medical institutions of the Chinese Communist Party (CCP). WOIPFG says the recordings expose only a small part of the findings of the entire investigation process. A more complete series of evidence will be soon submitted to the International Tribunal.
Since 2006 when the CCP was exposed for organ harvesting from live Falun Gong practitioners for the first time, the CCP Authorities have publicly denied the allegations with the excuse of “insufficient evidence.” They turned their backs and attacked innocent Falun Gong, saying the accusations were fabricated rumors. The outside world also did not pay full attention to this event due to the bloodiness and sensitive nature of the subject.
Surprisingly, in the following few years high-ranking CCP officials revealed the CCP’s covert living organ harvesting. They exposing it to the world, which sparked international concern.
In 2012, the former Director of Chongqing Municipal Public Security Bureau Wang Lijun fled into the United States Consulate in Chengdu City, triggering a huge shock in the CCP officialdom. Last year, one telephone recording exposed that former Chongqing CCP Head Bo Xilai himself admitted that Jiang Zemin ordered the execution of live organ harvesting,” a strong slap in the CCP’s face.
On Sept 30, a portion of a telephone recording regarding former Health Minister of the PLA General Logistics Department Bai Shuzhong was released by WOIPFG. The recordings clearly indicates that former Chinese President Jiang Zemin ordered organ harvesting from live Falun Gong practitioners.

WOIPFG Investigator: “Hey, are you former Health Minister of the General Logistics Department
Bai Shuzhong?”
Bai Shuzhong: “Ah, where are you from?”
Investigator: “…… we need to understand some cases from you!”
Bai Shuzhong: “Ah, you how, what time, what sort of thing? Please speak.”
Investigator: “So, when you served as the Health Minister of the General Logistics Department, was the execution of organ harvesting from Falun Gong practitioners under custody as organ transplants ordered by the Head of the General Logistics Department Wang Ke or by the Central Military Commission of the CCP?”
Bai Shuzhong: “At that time President Jiang gave a written instruction. The instruction required to…to carry out these things – organ transplantation, selling kidneys and performing operations. It should be said that to carrying out kidney transplants was not only undertaken by the military, but also by civil institutions.”
Investigator: “We also have some intelligence information. At that time, the United Logistics Department was also responsible for a number of imprisoned Falun Gong detainees as organ donors. Is this right?”
Bai Shuzhong: “This … this is that time’s case … I think, at least in my impression … that time…after the President Jiang issued out the instructions, we have done a lot of work on anti-Falun Gong!”
Investigator: “Do you have the direct leadership and led relationship with the First and the Second United Logistics Department as well as their 40 Branch, and their affiliated military hospitals?”
Bai Shuzhong: “A few our Military Medical University – which are under our control and directly under the administration of the General Logistics Department, had been repeated with the requests. Because then Jiang paid much attention to the issue, emphasized the issue…he had instructions in this issue.”
WOIPFG Head Wang Zhiyuan is a medical PhD with a degree from Harvard University. He said the reason for investigating Bai Shuzhong is that he served in the highest position in charge of implementing organ harvesting among the Chinese military health care system, and he is the most important insider and executive. He knew the order source, deployment and implementation process of live organ harvesting.
Wang Zhiyuan: “His tenure was from 1998 to 2004, which was just the most serious period of live organ harvesting occurrences in China. The execution of the main body covers the armed forces and military medical institutions, and of course some local civil medical institutions.”
WOIPFG confirmed that the CCP official on the telephone recording is Bai Shuzhong himself without doubt.
Wang Zhiyuan: “Prior to this call with the investigation, we carried out a full investigation together with his identity, his contact information, phone number, his office location and his office time. During the phoning process, through the switchboard, telephone operator etc., his identity can be confirmed.”
Wang Zhiyuan also noted that the importance of the survey evidence had further clarified and confirmed that the live organ harvesting from Falun Gong practitioners does exist in China, and is a nationwide massacre chaired by that time’s CCP General Secretary Jiang Zemin through the entire state apparatus. WOIPFG will thoroughly investigate all suspected persons until the end!
